What is RABTA رابطہ?

RABTA means "connection" — a digital bridge transforming how minority communities engage with Pakistan's legislative system.

Pakistan’s religious minorities (Christians, Hindus, Sikhs, and others) have historically lacked direct access to legislators elected on reserved seats. RABTA changes that permanently.

For the first time, Neighbourhood Committees use a structured workflow to document issues, escalate RED items to legislators, track parliamentary responses, and build public evidence of accountability.

🇵🇰 First of its kind in Pakistan
No comparable minority civic engagement platform exists at this scale with legislative integration.

How RABTA Works

1
Community Issues Raised
NCs log issues (GREEN/AMBER/RED) during meetings.
2
Facilitators Take Action
Action plans + verification evidence uploaded.
3
RED Issues Escalated
Direct message to legislators (targeted/broadcast) with threading.
4
Parliamentary Response & Scorecards
Legislators reply; public performance scorecards drive accountability.

The Gap RABTA Bridges

Without direct constituencies or accountability channels, minority rights remain underrepresented in parliamentary agendas.

🏛️

No Direct Constituencies

Reserved seats create a representation gap — legislators lack formal feedback loops from communities.

📉

Under-Representation in Parliament

Only 1% of National Assembly agenda items in 2018–2023 focused on minority rights. Punjab Assembly saw just five minority-related items in five years.

🔇

Community Voices Unheard

Scheduled castes and minorities have no structured mechanism to escalate grievances or track responses — until RABTA.
